32: 16 in each conference.

Is every team equally likely?

Yes. The 32 teams share the wheel equally, so the chance of any one team is 1 in 32. Spin only the Eastern or Western Conference and it becomes 1 in 16. The stop is picked by your browser's cryptographic random number generator.
